What the current coverage is getting wrong or omitting is the legal and industrial architecture. It treats tariff announcements as if they are discrete headline events, but the real story is that the U.S. is testing whether tariff policy can be used as a standing industrial subsidy for domestic production while preserving the political option to exempt select strategic activities. That creates a new policy regime risk premium for capital-intensive manufacturing in open economies, because firms cannot rely on tariff stability over plant amortization horizons.
